Greenbriar Development Plan/Annexation EIR, Sacramento County*

The City of Sacramento and the Sacramento County Local Agency Formation Commission were joint lead agency for this 546 acre project north of the Sacramento city limits.  The project site is located within the boundaries of the Natomas Habitat Conservation Plan (HCP) but is not within the area covered by the HCP’s permit for take of endangered species.  Consequently, biological resources became one of the key issues addressed in the EIR.  Other issues included land use associated with the extension of city boundaries, traffic, agricultural land conversion, toxic air contaminants associated with locating residences proximate to a freeway and an airport flyover area, and noise.

Villages of Laguna San Luis EIR, Merced County*
River West Investments
Role: Principal-in-Charge/Strategic Direction/Project Management/Technical Input
The project consisted of a mixed-use development on 6,214 acres in the lower foothills of the San Joaquin Valley. The land use plan included over 15,000 residential units expecting to house approximately 44,773 people, over 1.4 million square feet of commercial space, and offering employment to over 10,000.  The EIR was prepared to programmatically address the development needs of the project over a 30-year planning horizon. Key issues included water supply, traffic impacts, loss of agricultural land, air quality, and biological resources.

Sierra Colina Village EIS, Lake Tahoe, Nevada*
Tahoe Regional Planning Agency
Role: Principal-in-Charge/Strategic Direction/Technical Input
The applicant proposes development of 50 units on approximately 6 acres of an 18-acre site.  Housing would consist of a mix of market-rate and moderate-income, deed restricted homes.  The project would include public and environmental benefits, including two pedestrian bike trails, preservation of open space, undergrounding of utility lines, and water quality enhancements.  The development itself is proposed as LEED platinum.  An EIS was prepared pursuant to the Tahoe Regional Planning Agency Code of Ordinances and other regulations.  Primary public concern, and thus EIS focus, related to new development on a currently undeveloped site, water quality of Burke Creek and Lake Tahoe, biological resources, cultural resources, and scenic effects

The Promenade Shops at Orchard Valley EIR, San Joaquin County*
City of Manteca
Role: Principal-in-Charge/Strategic Direction/Project Management/Technical Input
The project consists of the development of just over 1 million square feet of commercial, office, and retail space on a 90-acre parcel of land located on the south side of State Route 120, east of Union Road. The project is intended to provide a high-quality retail shopping experience in a promenade-type, outdoor shopping center that is linked via a central pedestrian walkway corridor. Key issues included traffic and circulation, historic resources, biological resources, and public service availability.

65th Street Transit Village EIR, Sacramento County*
City of Sacramento
Role: Principal-in-Charge/Strategic Direction/Technical Input
The EIR addressed reuse of an underutilized parcel near a light rail transit stop.  The project included high density residential and retail uses, which have since been developed.  Key issues included traffic, noise, and toxic air contaminants from located residences proximate to a freeway.
