Ascent Environmental prepared an EIR for the proposed Martis Valley West Parcel Specific Plan located between the Town of Truckee and the north shore of Lake Tahoe in Placer County. The project site is located within the Martis Valley Community Plan area with access from State Route 267. The project area consists of two sites: a 6,376-acre site north and east of SR 267 (East Parcel) and a 1,185-acre site south and west of SR 267 (West Parcel). The MVWPSP is a proposed Specific Plan that would establish a legislative and regulatory framework for the development of residential and commercial uses on a portion of the West Parcel and conservation of the East Parcel. The MVWPSP proposes a comprehensive set of goals and policies, project objectives and implementation measures to guide the development of the West Parcel. The MVWPSP would also establish goals and policies for the preservation of the entire East Parcel (in both Placer and Nevada Counties) as permanent open space, and the East Parcel would be rezoned as Forest. The project is proposing to transfer allocated development density from the East Parcel to the West Parcel to allow development of a 760-unit residential subdivision and 6.6 acres of commercial land uses on a portion of the West Parcel near the Northstar Ski Resort.
