The I-5 Riverfront Reconnection Project is proposed by the City of Sacramento and includes roadway, pedestrian, and bicycle improvements to better connect downtown Sacramento to the Sacramento River. Ascent staff led the environmental document preparation for the City of Sacramento and Caltrans District 3, consisting of a CEQA IS/MND and NEPA Categorical Exclusion. Improvements include:

  • pedestrian and bicycle facilities on Capitol Mall, N Street, and O Street
  • a new roadway bridge across I-5 at N Street
  • the reconfiguration of Front Street, Neasham Circle, and 2nd Street west of I-5
  • the construction of a new 2nd Street/Capitol Mall/Neasham Circle intersection

Coordination of the NEPA documents required the preparation of several technical studies for Caltrans and Federal Highway Administration approval, including a socioeconomics/ community impact report, a hazards report, a biological resources study, a noise technical study, and an air quality Conformity analysis. Because of the public and historic resources in the project area, including Crocker Park and the Old Sacramento Historic District, the project also required compliance with Section 4(f) of the Department of Transportation Act of 1966 and Section 106 of the National Historic Preservation Act.
